Kentucky DMV & Testing Centers

The Graduated Driver Licensing (GDL) Program

Learner’s Permit Phase (Step 1)

To get a Kentucky Learner’s Permit, you must:

  2. Pass a vision test and written knowledge exam

  4. Have a parent or guardian signature if under 18

Learner’s Permit Restrictions

  1. You must always drive with a licensed adult (21+) in the front seat.
  2. You cannot carry more than one unrelated passenger under age 20.
  3. You must log at least 60 hours of supervised driving (10 hours at night) before progressing.

Intermediate License Phase (Step 2)

After holding a Learner’s Permit for at least 6 months, you may apply for an Intermediate License by passing a road test.

Intermediate License Restrictions

  1. No driving between midnight and 6 AM, unless for work, school, or emergencies.
  2. You cannot carry more than one unrelated passenger under age 20.
  3. You must complete a 4-hour state-approved driver education course.

Full Unrestricted License (Step 3)

Once you've successfully completed the Intermediate phase and are at least 17 years old, you are eligible for a Full Unrestricted Driver’s License.

At this stage

  • All previous restrictions are lifted.
  • No more passenger or time-of-day driving limits.
  • You are granted full independent driving privileges.
